Three things fall out of that table.
Module counts have stopped being a differentiator. HubSpot caps a marketplace theme at 50 modules. Everyone is at 46 to 50. When a listing brags about module count, it is bragging about hitting a ceiling that everyone hits.
Sections are where the real gap is. Ocean Pro ships 45 saved sections. POWER Pro ships 19. CLEAN Pro and Elements ship 5 each. A section is a whole layout with styles and content structure already set. This is the single number that best predicts how fast a non-designer can put a page together.
System templates are the quiet one. Error pages, search results, password prompts, subscription preferences, email templates. Nobody shops for them and everybody needs them. Ocean Pro ships 19, the rest ship 8 to 11. You will notice the difference the week you launch, not the week you buy.
The seven questions that actually decide it
1. Which HubSpot edition are you on?
This one kills deals after the purchase, so ask it first.
HubSpot's free plan does not support themes at all. On Content Hub Starter, a theme works for site pages and one blog template, but Starter landing pages do not accept templates, and you do not get native CTAs or the HubSpot video player, which several premium templates depend on.
The clean fit for any of these four themes is Content Hub Professional or Enterprise, paired with Marketing Hub Professional or Enterprise.
If you are on Starter and you buy anyway, budget for an install that takes technical steps and portal access. It is doable. It is not the one-click experience the listing implies.
2. Does the license cover all of your domains?
B2B companies rarely run one domain. There is the main site, the careers site, the regional site, the product microsite that marketing swore would be temporary in 2023.
Read the license line on each listing. Ocean Pro's covers every domain inside the HubSpot account where it was purchased. If you are running four brands out of one portal, that clause is worth more than the $100 price gap between any two themes on this list.
3. Can your content team change the site without a developer?
This is the test that matters six months in, and it is not a yes-or-no question. It is a "which parts?" question.
Ask it in three pieces. Can they change site-wide styles, colors and type without touching CSS? Can they build a new page layout by dragging modules into rows and columns, rather than picking from a fixed list? Can they edit the mobile view separately, so the desktop layout does not dictate what happens on a phone?
All four themes claim no-code editing. The demos are the only honest way to check. Open each one, try to build a pricing page, and count how many times you would need to file a ticket.
4. What happens when the theme cannot do the thing?
It will happen. Some module will not have the option you need.
Every one of these four includes roughly two hours of free customization with the purchase, which tells you something: this is table stakes now, not a differentiator. What is not standardized is what happens in hour three.
Ask before you buy: what does customization cost after the free hours, who does it, and do they know HubSpot or just this theme? A theme built by an agency that ships client sites every week answers that differently than a theme built by a studio that only ships themes.
5. Are they still shipping?
Check the version history on the listing, not the marketing page. CLEAN Pro is on v123. Ocean Pro is on v56. POWER Pro is on v48. All three shipped an update within the last 60 days.
A theme is a dependency. HubSpot changes the CMS, browsers change, accessibility rules change. In June 2025 the European Accessibility Act came into force, and themes had to respond. If the last update on a listing is eighteen months old, you are buying a fork of HubSpot's 2024 CMS.
One caveat worth knowing: HubSpot only delists assets that have not been downloaded in 180 days. The criterion is popularity, not maintenance, so a widely installed theme that stopped shipping keeps its listing indefinitely.
6. What is this replacing?
The honest comparison is not theme against theme. It is theme against the two alternatives your CFO will bring up.
A free theme. Free themes are real and some are good. They are also thin on sections, and support is slower where it is stated at all. The cost shows up as your designer's hours, and those are not free.
A custom build. A custom HubSpot theme built to your brand runs into five figures and months of calendar time, and it produces exactly what you asked for. If your brand system is genuinely unusual, or your site has logic no drag-and-drop builder handles, build it. For the other 90% of B2B sites, a premium theme plus a week of configuration lands in the same place for under a thousand dollars.
The question is not "which is better." It is whether your website is a differentiator or a requirement. Requirements should be bought.
7. Will you actually use what you buy?
The uncomfortable one. A theme with 42 templates helps nobody if your team launches three pages and then stops because nobody owns the site.
Before you buy, name the person who will build the pages and the date the site goes live. If you cannot do both, the theme is not your bottleneck.
